had very strong innovatic spirit whether it's the pack 12 enterprises or pine tress, my own daughter getting married much october is using pine tress this october for her wedding plans and that is great. so it's not just the job creation because in talking with continual company and is as well as our chamber of commerce members we have to invest in our education we have we have been in front informed in a deliberate way that many companies started here and want to grow but they are running out of talent and they are having to look overseas where we could be creating generationings's of people that have the stem and steam skills. science, frontpage, engineering, arts and math. those are the key skill sets. and i had a chance to

meet with all of our san francisco chancellor and is i see chancellor here today from -- state and he joined me with chancellor helm man from uc s f city college our own public schools superintendentent to form a major education leadership counsel to advise me in making sure that the skill sets that we need in the jobs in the future are being trained and reflected in the education curriculum and how to support not only the institutions, but all of the different programs that we can use to lift up all of the educational stands for our youth i have person learn adopted 12 middle schools in san francisco to make sure each principal gets what they need to campus to support teachers effort on campus to raise the

educational needs of the schools. middle school is the biggest challenge with truancy and educational challenges and we know that while we are increasing the performance stand of the whole cities one of the highest increases in the whole state is happening here in the public schools in san francisco they are to the satisfied with just a bump we need to taken it at the highest levels and train from elementary to middle to high school and the college all of the kids in our skill set is so they can become the grounds for recruitment for every industry in our city that whether it's healthcare, technology, or whether it's tourism, and all the other great things that are happening in our city. and in fact we invested in 2012 in kid s f a special

program we got funding from from the government federal department. labor to create the technology training center tech s f to reach out to disadvantaged kids in our city and make sure that they are getting the skill sets and the support that they need to so they can get in and really help us get rid of this digital guide that we suffer from and continue to suffer from in many of our communities and so transit center district plan, it's approved in september, if you see the cranes going up - you will know and you should realize that this center will represent 27,000 jobs just in that corridor. four -- of thousand new homes will be built as a result of that center and one thousand new hotel roonrooms and dwell acres of new open space and you are going to ask me where is that open space going

to come from? imagine this it will be open space that is above the current surface ground, new spaces with the connection of all the towers, so look out for that that is going to be a such an exciting welcome toth for the high speed rail and as that as a transit hub with all of the connection that is it has to the rest of our 70. we spoke a little bit already about our water front. and we she know that peer 70 is where we are going to make it happen with s f made manufacturing where the covenant we have four thrive companies manufacturing already -- in san francisco from the -- that i chocolates that i just presented to mayor khan to everything from wood shaw bags to do do case which are the upper covers to ceramic and is so many other thing being made here and assist in shipping out

those products to the port of oakland to the rest of the world. we are creating for our local manufacturing companies a sense not only that they can manufacture here in a good business climate, and establish those plans here in san francisco at peer 70 and other places but that we will help them as a city to create international market. we are not just satisfactory with national markets, technological expects pharmaceutical company and is products and have the opportunity to work with me. san francisco has the highest concentration of counsel general office and is international embassy offices outside of new york and washington dc we will utilize the city relation to create international markets and they are already capital resistist and is that is why

our airport is so throng because of the international visitors coming in. all of this leads to something that i have been pushing very strongly as our theme. investor confidence in san francisco. and we are strong enough that just this week,-moodies increased our ratings for the general obligation bond very few cities can say that is happening in their down right now. we did the right things create reserve after reserve i have been in those rating meetings and they are like interrogation meetings kind-of like a deposition if you have been to one of those and they are asking every single question that is hard to answer questions like if the state famous you what are you goingdo about it? what do you have in place if the federal government fails in their successstration what programs are failed here and what plans do you have to recover?.

if you are not answering those with a lot of confidence you are not going to get the moodies rating increased at all and if you are able to do that with a solid t and i want to thank again the board of supervisor and is i know supervisor chu and reno are here today but i want to thank the entire board for creating an entire investor confidence because it's that level of collaboration and partnership that we need in every one of our economic discussions to have and build on the successes that we have already seen. putting people back to work will continue being -- a thing that i'll lead with the board of supervisor and is whether it's in education, or in the transportation that we have identified, in the technology, and the healthcare, in the gulf of mission bay that continues

to be so strong that pharmaceutical companies from other countries wanting to locate their offices here so that they can collaborate with the innovative spirit that is going on in mission bay, i want to thank all of the leaders in our mission bay from the private sector as well as the public sector, uc s f for an ling that for happening and i want to touch on what mayor khan said we can never be as successful as a city as we want to be unless we pay attention to the gun have the vls in our city and is no different than mayor khan or any urban mayor across the state or country. we are extremely concerned about our gun violence we have to reduce it. and you already know what we have announced in san francisco the

possession the very possession of powerpoint ammuntion or automatic weapon tree has no -- in our streets or inner city and is so we offered our own legislature locally but we also know the very reality is just controlling borders won't help and so we have asked all of the mayors and county administration across california do the same and joined our state legislature and some eight other seniors to support their effort state wide and to support president obama and senior fine fine stein on their national events and i want to take a moment to make sure that we hong hospital members of sandy hook continue keeping them in our minds and but also, that things that are not as announced but every single week whether it's oakland san jose or san

francisco, that is young kid and i get this text every night calf can american meal 17 -years-old victim, to the chess, to the head. we have got to end this gun violence we have got do embrace, strategies that work so that, you can keep our cities safe. that will help us, as much as education is, as much as investment in housing is as much as investing in buss as well. it's got to be the whole package and i don't care what poles say or what political groups say it's the right thing do let's all join together and make sure that happens. type thought: you know we are living today in an extraordinary city at a very extraordinary time. a time where there is really anistonnishing innovation and really unlimited promise. and that for this innovation are being created by our own people here in san francisco people who have lived here, worked here and played here from every background, every orientation, they are driving our innovation and pledging the future future right here and right now not just for san franciscoians but for the whole world and i get that because i have been able to bring some of the ideas and service that is we created here to the united states conference in mayors and you should see the other mayors grapple on the innovative ideas coming on from our group cities and i have heard also from this governor from it be texas coming in, you know, i thought the state of

texas new how to deal with poachers and cattle pushers but i'll say that lind better news announce the fraction is the best city in the 20 if we will we can probably teach the governor of it can texas to find out how innovation is conducted but you don't have to take my word for it. today we are launching a new campaign and san francisco is celebrating new companies from tech to biotech to manufacturing to design and it's called san francisco is where the world changes. let's hear what they have to say on this video: judicious san francisco is a place where people say yes.

it's about making thing happen there is not a lot of benefit, established had a hold you back if you have an idea and you -- people will tell you to go for it. >> technology is based all you need is a computer and a copy machine and you can create your company but you see 20 people in a warehouse trying to start it. this is happening all over here there is a lot of entrepreneur to be around entrepreneurs, i love coming home to san francisco and calling it home and it's forward thinkings and people don't accept the status quo and that let's us see the type of innovation that he we drive on. >> i think there is a culture of we can change the world and i think there is a sense of freedom. there is a sense of freedom that no matter who you want to be and what you bleep,

that you have a riebility right do and be and do that here. >> san francisco and silicon valley is going west tortes towards bigger and better things something unique about transportation is that people are willing to share. >> and that is hamming right here starting something new. and there is an attitude that is distinctly different from anywhere else in the world. >> people ask us where do we think -- silicon valuegee and new york it's often impossibly too- [inaudible] the it industry really is starting from the -- down and what that meant is that what was important is for the group and the community and if you made money that was good but it was not the alpha and omega it was the second --. >> i really think that the biggest thing is that san francisco is known for is it's

people, it's creativeness around it and the stewed had a they have here and some of the best minds and some of the people that have the most interesting idea come to san francisco to see if it works and what the other creative minds do in reaction to that. >> i think what is really exciting about fraction san francisco is that it's full of people who are hard workers and so there are people constantly looking for new ideas trying to learn what could be the new next solution whether it's a social comprise or a for profit comprise, it's again optimism that -- [inaudible] a problem and that is the way and that images is powerful and the fact that you can do it and the fact that it's -- people are younger we have less history of [inaudible] and

so we can try new ideas and new approaches that the east coast and other parts of the country, are more traditional and standard and set in their ways. >> magic to it we have a lot of talent here and we have a lot of innovative spirit and entrepreneurs and next to each other the employees workforce that is located here for some years and has been a real big a trespass for the innovate oir councilmember companies and i think we do what we do does insite having that knowledge sharing with other technology companies with the scientific community and art culture is critical. >> i think the biggest reason is that there is a support culture a lot of people going through the same thing are here and it's a challenge but there is people who are in that challenge with you

in this case coming out of -- ([inaudible/incomprehensible] (music is very loud) . >> telling people from anywhere that you can live out your dreams here you can go forward and you won't be alone. there are other people who will join force with you well if you have an interest in technology you are going to find more kindred spirit in the san francisco area than you will find anywhere else. you are also going to find an interesting opportunities in the most interesting innovative companies, on the earth. >> the talent that i can attract is the #1 determinant of whether we are success of or not and how successful we become and

if i could attract the bets and brightest, then i would be at a competitive disadvantage. >> all the thing you you need for a great company are in san francisco. san francisco for court instructs the jury technology is a one-stop shop. the other thing that becomes very special is [inaudible] there is nowhere else go from here. . let me conclude with a little bit of sports and that is to say that, we are just about in spring training, world champions san francisco. also we are putting a bid together for super bowl 50, or 51 whichever one they will take, i'm be happy with that, yes, you know, we have got world baseball series coming in in march, in the at&t park, we have america's cup 55 days of sailing coming in the summer charles schwab cup in october and now, we are getting ready potentially to have more international sporting ebbs that really come to compliment what we do not just in san francisco but for the whole bay area and i want to suggest to you that we have an opportunity to do that through the one s f program that we created to sustain all of

the theater we are doing to make sure we do it right with your help. and i'll say to you're to you and i think i have said this in some other circles, knowing when we were at the five-yard line, ethree minutes less, and three minutes left in the game, i like you, were in front of that television, and i was writing the speech already and i was writing the speech for the super bowl parade in san francisco. and i just want to let you know what i had written already and it said here "i hereby present the key to the city to the electrician at the superdome in new orleans: thank you very much. . >> all right thank you. now, i would like to invite managing

ed tore gym gardner to have a question and answer question session with our two mayors, all right thank you. thank you welcome good morning and i'm quite impressed at the videos from both city and is you look at those and you feel in general very popular and optimism that has been missing for a while. currently our most recent predecessor source and the conversations have been been what needs to be cut and pushed down the road until times are better and in a way it's kind-of surprising how quickly that has changed and clearly we are in different times not having to deal with this fiscal crisis that we have dealt with what does that give you the freedom

do and what to focus on that might have been on the back burner with the emergency? [inaudible] first shot so, i'm very caution to say it took a lot of hard work, i remember the day we walked into the office to a 40 million deficit we had to renegotiate our contract and peenings for the first time and pension that happens an issue in california were part of the state system and still not ready for the shake-out on the development and so, i'll like to think it's -- [inaudible/incomprehensible] level and i think that what it gibbs you time do is to start working on some of these dreams and really give development opportunities and that is what it's like despite the evidence -- the general fund and in our economic outlet team and that we --

[inaudible] and working and -- of that and i know -- and i worked on chinese investments because we are looking at capital investment and is for the amazing growth that the bay area faces. >> yeah i talked to somebody the other day that was familiar with the san francisco budget situation and i remember looking at projections in the future and it was lower so, it seems that happy days are here for san francisco what does this give you the freedom do well first of all, i would not use those phrases, but i'll say that it reflects some of the smart thing that we have done for the first time we have entered into the two-year budge and we have got more reserves than we have ever seen before and this is why moodies would reconsider the ratings for us and i want the ratings to be

even better and so we have to keep a very good discipline in our outlook and fiscal compline and we have to continue what we have been doing because it is has been successful because the challenge isn't over the click is still there the sequestering has a huge threat for a number different programs that both of the of us mares are concerned about and just because the state was able to balance the budget we are always making sure that we are investing in the right thing and what is around the corner for san francisco is $4.4 million unfunded healthcare costs for the employees of san francisco and we have to make those right so that they don't come back and hurt us and so these kind of fiscal things it's not because we are lucky i think it's because we have made smart division and is we have to

continue that process of making smart decisions and we have to continue creating public/private partnerships and not run the government the way we used to run it and try to have good government cover and everything that is why it's important to have the business community get us good jobs and invest in education all of these things are going to help us be more successful and so focus more on that and try to keep my colleagues on the board of supervisors saying this is the smartest thing do and if we have money let's make a good investment of it. >> okay let's talk a bit about economic develop as it has been frontally mentioned here today we have the -- pleasure of hosting government rick perry recently for i think -- public blissity stunt but on a more

serious level there has been a definite increase suns november about countries that are -- them sense against california company and is one is prop 30 which raise raises income tax on high earners and why should they come herein instead of somewhere else? first of all, the pressure of our locally grown skeet successful equips are growing and if they can grow within the bay area and so, i'm alms -- between san francisco and oakland, that you believe [inaudible] employee and is i

had you raise your hands already and you are going to expand the idea that meet leading edge companies say they want to be with the talented and with oakland being the liberator and home of the -- technology in general and thriving arts and cutting edge innovation in general in areas we really have the talent here in the bay area and i think that is critical and also, i think we are looking at investors internationally and frankly at an -- promising a lot of our time to chinese investors and really an international economy but we are looking at not just across the country but to invest and -- in the bay area and it's not goal of -- 50% there and to ed we are a region and many of these companys are going to be make this horizontal and vertical -- chinese investors in the entire bay

area and so they have to have it's a different game. and you know, texans have to live there. the reality is that this is one of the most beautiful places with the best whrr and -- [inaudible] company that is going to for tech assistance on your software and you get somebody in india well they are actually -- because oakland they are putting a call center in oakland to get a quicker turn around and -- in many languages and that is an innovation because of the diversity and depth of the talent in the bay area. >> prop 30 doesn't make economic development harder or is that an issue well it may be a challenge for certain types of companies but i do think that our investments as mayor khan said increasing the quality of life here for the talented employees

that is being sought for these companies is a good part of the answer and housing and transportation systems and infrastructures that support these systems we have to be business firsthandly and recognize that if they are here, we have to think through with them as we did with our change in our payroll tax eliminating that to a gross receipts tax but doing it in a way that every industry of our city, is entitiled diswietd to come in and tell us how do they make mundo they make sure in this transition we do it by not hurting any of the industries healthcare, commercial real estate and financial and we solve a lot of problems through that collaboration and so i think by having good pollcies and tight communications with our business community and supporting them when they do create jobs with good idea for them and exciting the employ
